It's a weird phrase, but it means "show" your readers. dont just tell them. Like,
He stepped in the room, it was dark.
compared to
He tenatively stepped into the room, blinded by an oppressive darkness that dominated the room.
Paint a picture of what happens instead of telling them what happens.
