At this rate WildCat city might as well be it's own standalone country. Fantasy elements and furry/anthro natives being prejudice toward humans aside, it's way too autonomous (and at times extreme) to exist independently within the USA judging what I'm reading here and in past stories.
It might as well be like Vatican City due to how detached WildCat City is from the rest of the USA. Realistically there's no way that could have a "better" economy from the rest of the country if not the whole world and a few other things I can't think of going by all your descriptions of it in and out of the story.
Fantasy settings, or stories in general, has to be believable to readers with believable characters. Especially if the setting is modern day Earth, in this case the USA, it has to be both believable and plausible enough that it could happen in the real world like with science fiction.
Wildcat City is still considered a fictional American city, as you told me that Kansas is the U.S. state of where the city is located. To my personal thoughts, I am not too sure if it should consider a stand-alone country like how the world's smallest country Vatican City (being it's own nation entirely inside of Italy) is like.
When it comes to the world of video games I'd imagine that places like Hyrule (universe of The Legend of Zelda games) would be similar to Eastern Europe, and since Spyro has multiple series, I'd assume that Artisans (a world from the original games) would set similar to Scotland, or the UK, or something...and I would most likely think that Warfang (a world from The Legend of Spyro trilogy) would have their set similar to Western Europe.
