The movie doesn't exactly care much about real Vikings. I don't remember reading that they had dragons. That was the Targeryans.
But the people making the movie did talk in the extra features about intending the characters to be entering adulthood, and they weren't qualifying that statement by talking about traditional Viking standards. Logic dictates that they were referring to adulthood as relatable to modern viewers, thus 18. 16 at the youngest. Still, at least the new movie allows artists, fanfiction writers, and imaginations everywhere to safely go nuts with Toothcup, lol.
