its a local joke. 90% of the people at the downtown/frenchquarter "Mardi Gras" are tourists. The "real" mardi gras is found further up the parade routes in Uptown and the garden district, where families stake out plots on the neutral ground (even though its supposed to be illegal) and set up whole little tent cities and cook feasts for their broods. Its way more fun and less hangover-inducing, although the ladders can get annoying sometimes
