Or maybe some beanbag shells. *pulls out a Benelli M4 Super 90, colored olive green* This can shoot any 2.75 inch 12-gauge shell, but it was color-coded by SWAT forces to be recognized as a less-than-lethal shotgun. It fires a bean bag at high velocity to knock the wind out of a target. If you...want to be nasty...I suppose you could load slugs or .00 buckshot.
It's just that I do not condone killing for many reasons, other than if you have no choice and the hostile was putting other lives in danger.

and a shotgun may be a bit louder than I'd like on a night of patrol. x3 sure i might be able to scare away some thugs, but i'd also be alerting everyone, police and villain alike, to where i was. x3

As well as smoke bombs, zip-cuffs, my paddle, collapsing shurriken... utility belts are the best! :D

Personally, I prefer self-loading pistols, but there is one revolver that holds a special place in my arsenal. The Mateba Autorevolver.

more towards punishment. xD it's good because it swings faster than a bat due to its shape, but strikes non-lethally when used correctly. Also used for spanking because 'Bad villain, Bad!"
And no need for a gas mask. I can hold my breath. ;P More intimidating to see the hero walk through his own gas/smoke attacks without a hitch. but once again, going into the more 'useful' gasses and such is a heavy cost and tricky to get a hold of through legal and discreet means.

Well...the thing is...
Tear gas does not just affect your lungs. It makes your eyes seal reflexively. Picture taking hot sauce and rubbing it into your eyes, and you'll get a good sense as to how tear gas feels. >.<
Also, since mace is legal for civilian use (much more potent than CS gas), I think a civilian could get their hands on it. Either that, or it should not be too hard to make pepper bombs.
Grind habanero or ghost peppers up into a paste and dry them. This will turn the flesh into a powder. Now use a CO2 canister and hand-make a little detonator to puncture the canisters with the pepper powder in close proximity to the opening. Now you have a home-made pepper bomb capable of stunning enemies.
Also does well as pepper spray!
