this is the lost Victorian girl who lost her life on Halloween.No one had found her so now she is a legend still stuck in the river she had drowned in.(optional part i came up with making her )Each year she comes back to steal the souls of the kids that come to close.She drowns them hoping to drown her own sorrows and memories of how she has died herself
