Dinosaur Planet was a game originally planned for the Nintendo 64 being developed by Rare. The game itself was cancelled and reworked into Star Fox Adventures.
Originally, the game had nothing to do with the Star Fox series and was intended to be a stand-alone title. According to an interview with Shigeru Miyamoto ( dude, who created StarFox. ), he had noticed the striking similarities between the game's characters and those of Star Fox and so the decision was made for the game to become part of Star Fox as a launch title for the Nintendo GameCube.

Hey, what are you expecting? Big bad dino roughly handling a delicate and barely-dressed heroine? That spells everything from rape over snuff to vore, depending what flavour of sick fuck is looking at it.

The rapid technological advancements the Sharpclaws underwent cannot have been achieved in less than a generation. I suspect that they were always ahead, technologically and socially, of the remaining tribes, and judging by the racist platform Scales seemed to have run, already grasped the concept of nationalism.
The concept of nationalism, of course, requires the concept of a unified nation with a single dominant culture. Given the cultural development on Sauria, certainly still a monarchy or aristocratic system, but a coup d'état could have rectified that, with Scales assuming power either through a violent purge of the existing government or by pulling off a Mussolini-esque march on the then-capital.

Except the largest of those tribes were very well-developed. Cloudrunners come to mind here.
I guess ultimately he could have made much more profit by causing a cold war between Earthwalkers and Cloudrunners, then slowly turning up the heat. Maybe that might even have been his plans if it weren't for monkey-induced insanity.
