Those are actually quills on him, not hair.
Originally a character for Jadeclaw...I forgot what happened to him. I just know he's blind, and he was tortured by being pierced with poisoned quills, but instead of killing him they made him blind and made it so the quills grew from his back. also he had the torturer career.
