I love it.
I don't really know if they're available in stores. Though it would be amusing to find the limited edition can next to ordinary wall paint.

Mmm.
Also, I've been fussing about with Painter's brushes almost every day for more than a month now and it baffles me how you manage to make yours look so messy and plastic. Everything I use ends up looking like "Oil Smeary Round" eventually. Clearly you know something I don't, and it's probably Art.
Try this:
1. paint something
2. make a new layer and a couple of opague strokes on it (make sure "pick up underlying color" is checked)
3. change the color, pick Distortion --> Smeary Bristles brush and go over those strokes again.
Try abusing brushes, not using them. And make sure to mangle them via ctrl+B. When you're making your own brushes (don't forget "capture dab") things get a bit more interesting and fun. :)
Also, have a look at patterns - they're worth the time.
(Pssst... Probably the thing I know is Ctrl+Z, not Art.)
Smeary Bristles: But when I do that, it just looks like someone poured Digital all over my Oil Smeary Round D: I think I just have to get the base to look messier first -_-
Patterns: I don't really "get" them... I use custom papers sporadically, but so far the pattern panel has been some kind of "make all your brushes stop working until you figure out you've accidentally hit the wrong hotkey again" button for me... So yes, I'll definitely have to get into those. Thank you.
