The staining around the eyes is from a common issue with modern day water, that being pollution. This particular Neck needs to 'cry' out the pollution similar to how leathery sea turtles cry out salt. The after-effect is supposed to be ghastly.

And again, dark orbs for eyes because I feel it resembles more of an animalistic nature. A lot of Fae in folklore are basically nature's horrible attempts at copying human behavior. See: Huldra, Troll, Nymph.
