Bio: A former advisor to the Mayor of Neo City Jackie Katman Sr. Leo had an ambition to fulfill, and it is by taking over the city and rule over it. He created a crime organization called "The Cutthroat Sociaty" he hired the most sadistic, ruthless group of thugs in the city.
He didn't waste anytime by kidnapping Detective. Veronica Wolfsberg's husband, Dr. Louis Wolfsberg and a few others he kidnapped in order to get his demands. He may not look it, but he is skilled in hand to hand combat and fire arms, and he'll even call on some thugs to help him. Use caution, he's the seventh and final boss in the stage. Defeat him and it's a Happy Ending for the Justice Fighters.
