It DOES look kigurumi-esque.
It also reminds me of when Jessie of Team Rocket tried disguising as Nurse Joy by similar means a couple of times, but of course Brock wasn't fooled at all. He'd probably say about this Jessica: "The REAL Jessica Rabbit has a voice like a sultry angel, clear and sexy like a lovebird in a tree! But you, your voice sounds like a pre-recorded voice on an intercom!"

To me it still looks like a Jessica rabbit disguise that some male toon villain would use to try to kidnap Roger. (Which would backfire spectacularly of course.)

Actually, the head reminds me of Elmer Fudd with heavy lids. Or one of the nameless gangsters Bugs has had to contend with; imagine her as a foot-tall bald guy and wearing a cabbie's hat \ flat cap, and maybe an overly long shirt that reaches to his shoes :P

Maybe Elmer deciding to fight fire with fire and doing a sexy female disguise to try to fool Bugs?
