I keep some textures around for fabric details. The one used for this is a desert-suede detail texture.
I turned it into greyscale, added it over the dress' colors with "Overlay" layer style, then copied it. Copy was turned 180º and contrast and brightness adjusted until only a few bright spots remained. Then set that layer to "Screen" ...voila :D Glitter-like. Not perfect, but it works.
All in SAI, no Photoshop required for this one... XD
