Nope! It comes from cockarel and the thing on their chin is called a wattle. The reason we call the male penis a 'cock' probably has a lot to do with slang involved with roosters in the first place in older English as seen here: http://etymonline.com/?term=cock
Also, to further deduce why, coq (French for cockarel) is the traditional Gallic/Roman symbol for the budding nation of France during the early 1400s. There is a lot of English slang from semi-later periods involving cockarel to mean someone who is arrogant or swaggers too much, etc, and remember one way to 'swagger' back in the day was to wear a codpiece..
