Another illustration for an unfinished Biker Mice fic - I wrote a fair few, you'll see them if I ever get around to upgrading - damn FA won't accept .wps files...
Anyway, in the ones I finished, these two never actually got featured, although their relations did. The blond guy, Rocket, was the older brother of the head mechanic of the Freedom Fighters at the time the story was set (Flash was Harley's predecessor and teacher, if you know the series you'll know what time I'm talking about). Steel, the blue-haired guy, is much more of a private person, up to this point he doesn't have anyone else but himself. Now he's got Rocket - or Rocky, as his friends call him.
The tattoo goes all the way round his arm - the design part is just me clarifying what it looks like.
