Well, I believe since I first saw them at Super Mario World, they are known as the Koopa Kids. Why else would 7 koopalings just pop out of nowhere? =x

No, Bowser's gym he has done for everyone, because his minions are LACKING THE MUSCLES HE HAS! And therefor, all of his minions needs the boost, which only HE can offer, being the power beastly brute that he is.

...but why do their minions keep failing, 'cause they don't use it? My guess is that the foot soldiers don't are too weak to lift, and more developed soldiers, like the Hammer Bros, and the Boom Booms get more use out of it.
