she's a character from the IDW Teenage Mutant Ninja Turtles comic. She's been in a few issues, one of which was all about her that had a vastly improved design over the other issues she was in, which is the design I used.

When I looked up pictures of her it must have been from the earlier design. She had like a doofer swatkats head. This is definitely a vast improvement over that.
