Something like that. She's an actual dominatrix whose client was a superhero who acquired a taste for B&D while on the job, and chose to exercise that taste in a more controlled environment. Unfortunately the bag guys showed up in the middle of a session and assumed that Mistress was a villain and offered her a position in their organization she played along until she could figure away to help her client escape, and in the resulting mayhem she gained powers (What powers depends on the build in CoH).
