Even you might say "it is yours judge, what you wanna do." Maybe so. But I don't wanna to end up "hated" side, because I didn't listen my fans and their wishes. Many a companies nowdays has pissed off theirs fans with decisions, which fans aren't agree with.
For samples which I can think of:
* DMC: Devil May Cry - Emo Dante and reboot story. ( Nothing do with original. )
* Banjo-Kazooie: Nuts & Balls - promised Banjo-three platformer game and fans got a Lego car game. They should call it "Donkey Kong Race 2". Far far from Banzo-Kazooie platformer game.
* StarFox Adventures - Fans wanted next StarFox 64 game and they got The Legend of Zelda rip-off adventure. ( Assault was step to right direction, but it ended up to be too short. )
* Duke Nukem Forever - Wasted potetial Duke Nukem game.
* Aliens: Colonial Marine - Horrible AI and blank story.
* Crash Bandicoot - Everyone's fav Naughty Dog's Crash Bandicoot solded.
* Resident Evil - No longer Horror game.
* C&C Tiberium Twilight - Don't change something, what isn't broken and turn it into RPG style game and take your toys away from you.
* CAPCOM - selling lame DCLs. Sold RE5's mini-campaigns in DLCs and later sold them in RE5 Gold edition. ( Good way to waste your money & memorycard slots. ) Lame DLCs for Marvel vs Capcom 3. RE: Operation Raccoon City game promised a good guys campaign for free; you get 1 level for free and you had pay for rest of it.
* Sonic The Hedgehog - I think Sega rush with their a games. ( worst one was Shadow The Hedgehog game. )
* Christian Bale as Batman - Retard voice. ( can't be taken seriously in Batman costume. )
* Xbox's Kinect - Kinect just suck...

Trying change something, what fans liked from the game, you just end up to nail yourself at the wall by your a fans. :/
To respect my fans, I'm asking yours mind about dress a nude characters.

But to help you with your question, I would love to see the girls in a proper dress uniform of their respective countries, and also seeing them stripping their clothes off.
Perhaps even do "sexy" versions of their country's uniforms?
But yeah as a history buff guy that I am, I would love to see the girls dressed in proper uniform but sexy at the same time in those uniforms. I think it adds a nice appeal to see them in uniform.

Whether she was in uniform or in the nude I would not mind. The uniform has a way of defining a interesting sexiness, while her in the nude or thong. She would show a more sexual type of allure.
I say whichever is good for your own character, in any case she does look nice ^^
