I'm pretty sure there must be a law that could allow Changelings to swallow a pony with total impunity so they could fed just from their love, but it should be signed by both changeling and the prey pony in mutual agreement.

That pony would stop being considered an equestrian citizien, now considered legal propierty of the signing changeling, who would be able to do whatever he wanted with his new propierty and that includes swallowing alive and leaving him trapped as long as he wanted. Of course the signing pony knows that and would accept happily his new life as changeling filling, just having to cuddle in his new home and watch how everypony else stares at him throught his owner's trasparent belly.
