Stuffing them wouldn't work with the seam so I'd suggest either cardboard inserts with enough weight to overcome that obstacle or some small custom shaped plastic item with a heavier base and lighter top.

you should use this very stiff fabric called interfacing if you want the hat to be washable. you can find it at fabric stores and craft aisles and stuff. shouldn't cost too much for the amount you'd need.
