This is... drumroll... a blacklight-reactive badge! At left in normal light, at right under UV light. It's for
maui, of her gryphon character Atmis.
It's painted animation "cel" style on clear acetate, - no lamination necessary for the shiny look - and will (once I get the proper supplies) have a dark blue or black matboard backing. I'm also going to see about my options for wiring up a small, portable blacklight source. :D
Might be offering these as commissions in the near future, once I refine the technique and figure out the logistics of wiring them up. As of now, it's still in the prototype stage. The best way to find out about when I'm open for commissions of various kinds is to join my mailing list!

I love that's it's on clear acetate like that. Very different and very cool.
Have you looked into blacklight LEDs for a portable source? They sell all kinds of blacklight flashlights and little keyfob thingies on ebay and blacklight.com.

I'm not sure yet how to price them... you're pretty much right, I need to get one fully put together before I have a solid idea how long it'll take / how much materials will cost me. Cel painting is kind of a real bitch, too, but I may expiriment with other (ie faster) methods to achieve a similar effect. :)

pick up a 3 AAA battery holder and a bag of 22-ohm resistors at your local Radioshack. Solder each LED you use to a 22-ohm resistor and then solder those assemblies in parallel. I know you could do the leds alone in parallel and use a different resistor upstream, but electronics have always baffled the SHIT outta me, so if you wanna do that you should find somebody that knows better.
