I've heard a theory that when the sea otters were being hunted it was the bolder sea otters -- the ones that were more likely to come out of the water -- that were killed off, and we were left with a population of unnaturally timid sea otters that never came out of the water. Now that they are no longer hunted, they are becoming bolder again.
