Bottomless. A lot of people don't care if the character is clothed or not, or half, since its the same as any other cartoon anthro and not sexually nude. I can't remember any from the top of my head but there's a lot of cartoons that wear a shirt only.

Tweety Bird never wears any clothes. And while I'm at it, Daffy Duck and Bugs Bunny don't wear clothes except when it's a costume of some kind. Donald Duck never wears any pants either.
