Just a little something I had made; it is the actual size of an American license plate; I'm toying with the idea of asking the Department of Motor Vehicles to stamp it with my real license plate number so I can have these on my cars instead of a traditional plate...they make custom plates for certain states, so why not?
It's amazing what you can get made thanks to the internet.
I'm still considering getting the Cooper Panties like in the pic http://www.furaffinity.net/view/848438/ made; I have had many requests for them...
I had these made from a website called "BuildASign. com"; you can get lots of custom stuff made there!

If not, in many places you only have to have the License plate on the rear of the Vehicle, thus allowing you to put what ever you want in the front slot as long as it can not be mistaken for an actual License plate.
Or so I have heard, you might want to check on it before doing so.

And they'll even basecoat it white and paint the raised numbers red (I think NY is red on white).
the License plates are considered Legal Documents ™ and ONLY the state can make the plates, modification of the plates is Not Allowed.
Fortunately there are those 'replacement license plate holders' that you can get if your original holder fell off. And you can add that to the car next to your original holder so you could have two plates on the front. As long as only one looks like an 'official' plate, they should let you add a 'fun' plate next to it.
(Then again, I don't live in NY, so I don't know how the cop are about being jerks about such things, so take my advice cum grana salis.)
