Charr are the most scruffable race. Look at em! They have four, ears a mane, big smiley teath and Handlebars (Horns). How can you not scruff? Plus they tend to be drunk! So they may not care! Or they may shoot you with a flamethrower, but hey life is a risk in an of itself.
