Well, it worked in James Bond because nobody really knew who S.P.E.C.T.R.E. was until You Only Live Twice with its huge volcano lair and army of Eggman-like expendable goons. They didn't advertise themselves in the early films and worked from the shadows, therefore the octopus ring their members wore would be little more than a curiousity.
