Well here's my explanation for that:
Gordon is not so much a character in the game as he is a placeholder for you. He's an avatar which is the main reason he never speaks. DO TO THIS that leaves his interactions up to you as the person playing him. It makes the game play experience unique for each person because your response to Alyx saying stuff like 'Got room for two in that suit?' is different from my response.
All of the characters in the game speak and respond to you in such a way they never really require direct answers, but you could answer them. The Gordon who I play as is very talkative and very frequently answers back. Because I do actually talk to them. Silly as that sounds. Most of the time it's in my head but I've found myself actually talking out loud on same occasions like when my mom would watch me play. She thinks it's funny how I'll add one liners to the end of NPC's remarks.
So. No. Gordon as the character does not speak. But Gordon as the character you play him as is whatever you want him to be.

There's probably a mod for that, if not it'd be easy to do... just open some of the game textures in photoshawps, dye his suit green, replace the black-mesa logo with a weed symbol, and record over "major fractures detected... morphines administered" with "SHITS BROKE BLAZING WEED 420"
