One of the most confusing things about Kingdom Hearts is the Nobodies, who consider themselves to "have no Hearts" and live in a state of half-existence without the ability to form meaningful relationships and love. Supposedly, they are only there to work until the Kingdom Hearts event, in which they will receive physical bodies and be able to experience love, in all of its many forms. Yet why is it that members of Organization XIII seem to do everything that they say they can't do. Roxas forms meaningful platonic relationships with many of the other members and even falls in love with Xion. Could anyone tell me why the Nobodies consider themselves "unfeeling" when in truth they have just as much emotion as others?

love for example is very far off from what's right and what is wrong. Nobodies to recognize when something wrong happens, e.g someone close to them dies.

Mostly refers to the creature-nobodies as same goes for the heartless.
If you take account that Ansem The Seeker Of Darkness was a heartless, however he was a unique one, having a sense of self, wisdom and knowledge. So in a sense, he was a heartless, that wasn't just a manifestation of the darkness in Terra-Xehanorts heart.
Thus we can conclude that the Nobodies are no different. The person-nobodies are not just a manifestation of ones heart that has lost to darkness.
You need a strong will to be able to have a body as a nobody. Also, Nobodies are made of body and soul. Sometimes the soul can hold as many feelings as the heart.

If they really are no different than anyone else, then why can't they be content to live in the World That Never Was? Do they really need contact with the outside world to feel loved when they have each other? I sometimes felt that as I was playing as Roxas in 358/2 Days that I was actually fighting as one of the bad guys. Confusing, confusing series of games and I wouldn't play past the first one in the series.
They are different from humans yes, however they are no different from Ansem The Seeker of Darkness. Only combining Body, soul and heart are you able to feel love in its many and all forms. Also the body will always seek out his heart and thus it may be one of the reasons for the nobodies to go to other worlds.
World That Never Was is merely a Organization XIII safe heaven. Or a gathering place when their missions are done.
Also, Organization XIII has an ultimate plan to make the Kingdom Hearts and for that, they need the key-blade bearer to kill as many heartless as possible and the keyblade-wielders are in other worlds.
Also, Roxas is mostly a good person in 358/2 days. He shared his thoughts with Axel and Xion andhe didn't like Xemnas's way of using Xion as a "mere puppet" or a replica of Sora.
And when he is about to go and face Xemnas he realises that OXIII is using the heartless to attack the keyblade wielder e.g Roxas at this point.
Roxas is just hopelessly angry and sad of Xions death and wants to revive his dear friend via Kingdom Hearts. Riku stops him and that might look like Roxas is a villain in the game.
It was a good thing that Riku stopped and captured him, because he would otherwise become a true villain of Sora and other Keyblade-wielders in KH2 and not their friend.
Also Sora propably wouldn't get his memories back otherwise.
