i believe the ruling is you can make copyrighted characters for personal use as in for things like cosplay but taking commissions for costumes of copyrighted characters then means your MAKING MONEY in order to make something copywritten which is the no-no.
home-made is uassually okay as long as its made for personal use and not beign made for money.
