The town of the black windmill
Ah-qua-ne-spee-ro-al, or "the town of the black windmill", is known for its hundreds of spinning metal windmills that are the sole power source for the entire city. The most prominent windmill, a foreboding 8 blade structure, was built by the famous architect and engineer Coyford Miltizin. Miltizin, a heavy drinker, fell to his death during the first test run of the black windmill, taking with him the secrets of his engineering. Consequently, an identical one was never successfully built!
In this picture, a merchant air ship has traveled too close to the windmills! Often, air ships get snagged causing emergency shut down and rerouting procedures to be engaged. Many air ship pilots get lost in the sea of angular buildings and spinning metal blades and lose their bearings. Others purposely get snagged to get a closer look at the legendary city, as the Ah-qua-ne-spee-ro-al policy allows any snagged ship crews to stay in town, free of charge. Accommodations like that are surely worth a day or two of delay.
*Draw first, come up with shit later.

This reminds me of William Burrough's Interzone in Naked Lunch. A densely packed city where all the rooms connect with each other and people can fall through walls into their neighbor's residences.
The boat atop the windmill looks like it belongs there. I picture lots of boats getting caught in the blades like plastic grocery bags, piling one onto the other.
