Burning Courage is another Eclipse of Equestria character. He is special operative of the Hoofington Authority military. He fancies himself as some sort of an Old Equestiran knight, and firmly believes in the Authority's cause and their mission to restore law and order to the wasteland. While the Authority is is a totalitarian military dictatorship, Burning is convinced that they are fighting for the greater good, and under their leadership Equestria will be reborn. For the sake of this lofty goal, he carries out missions all across the wasteland, be that hunting down traitors or subjugating some border settlement.
Burning Courage is a giant of a pony, and possesses incredible strength and resilience, as well as seemingly limitless stamina. He is an outstanding example of an earth pony. Also, he has been issued a special enchanted amulet, which allows him to use weapons with matching amulets built into them the way a unicorn could do, with telekinesis. Burning cannot manipulate anything else telekinetically, though. Still, this allows him to wield a massive chainsaw sword in combat (well, he can hold the grip in his mouth, too, but wielding a sword that way is kinda awkward). In addition to that, he wears a set of kinetic impact powerhooves.
Burning Courage is one of the major antagonist of the story, pursuing Blaze's party under the Authority's orders to capture Eclipse. However, he has another, more personal reason to pursue them. Florlon Gaze, one of Blaze's companions, is Burning's older brother. He used to be one of the Authority's top special agents, but he was also secretly aiding the resistance seeking to overthrow the Authority's tyrannical government. The resistance failed in their task, but Forlorn managed to get away and disappeared for a while. Burning swore to bring his brother to justice, and now that he had re-emerged, Burning will relentlessly pursue him.

P.S. A friend of mine said that these things on his legs looked like regular armour, not powerhooves, and suggested to put spikes on them. So I did.

He is an impressive specimen, but given the kinds of threats that pop up in post-Fall Equestria, I find his lack of armor disturbing. Though he does have something of a chevalier's appeal; I can almost see him as a propaganda figure - charging into battle like Fighting Jack Churchill with chainsword roaring while a squad (or squadron) of Hoofington troops follow behind...
Though, after the Spiked Powerhooves, he also strikes me as a figure easy to put in comedy. "HAVE AT THEE, COCK-A-ROACH!"

He actually does not fight on hoof all that often. He has a massive custom-built ride armour (he is too big to fit into any mass-produced ride armour, whether pre-Fall or post-Fall, so the Authority had to make a special unit for him); I did not mention it in the description since it was not featured in the image in any way. I drew a picture of Blaze with a Spacer ride armour before; Burning's armour is almost twice its size. It is more of a four-legged tank than a ride armour, really, equipped with a pair of machine guns, a three-barrelled rotary cannon, an automatic grenade launcher and four anti-armour guided missiles, as well as a massive chainsaw sword on an arm attached to the machine's side (Blaze actually got a chainsword idea from Burning's armour). He also has a full-body suit of combat armour, and some firearms for when he goes on hoof, but I omitted those as well.
...He has more weaponry than Blaze does. While that makes sense from a storyline perspective (If he's antagonistic or a major non-hero char, he needs to be dangerous enough for the main chars to actually pay attention to him) and a 'setting' perspective (He needs to out-dangerous most of what's on the world in his area), it's still fairly scary... Though the subtle potential for comedy still exists. (The tank would have bigger spikes on the legs, for one.) Though it's good to see he follows the logic of the setting.
Yes, I failed to mention that in the description, but Burning is indeed one of the major story antagonists. He is indeed very dangerous, since he is both immensely strong, and is also a very skilled combatant. On top of that, he has a squad of crack troops under his command, and he usually has them following him around, though occasionally he goes solo.
