Oh yeah you can use blender or Maya, if you know how to rig your mesh you just upload the .dae file and presto. I'm sure there are handy youtube video's showing how.
Prior to the mesh update it was a partial mesh deal called Sculpty's and you needed to convert everything but like in the picture above, that's a full mesh avatar fully rigged. It can use any animation supplied by the client or third party ones.

I do rig and weight paint all my models. Never heard of a .dae file. I often expect .obj file to be the one as it is pretty universal. Another thing I don't like about "sculpi" is that to make anything good, you will most likly get low end pc users to crash. I make models for low end because everyone needs love.
