I'm afraid not--Bulletta's design is a bit different, though this red riding hood does strike a rather similar appearance, so Bulletta would naturally be the first thing we'd think of.
The hood especially is very similar, what with those little beads in the middle, though they're smaller than Bulletta's. ^w^

How is he cheap? Most of his moves involve body contact.

cannon shot across the screen at any angle, nunchaku can be varying in range with heavy strikes, and his attacks are good about long reaches like Zabel's are.

i put him up there with Pyron and Jedah still.

Huh, I always thought he was an average tier fighter. But then again, he can flash kick with less effort than Guile.

exactly lol. i treated Talbain as if he were Cammy honestly. very nimble and easy to handle, but attacks are notorious reaches too when made to be.

i'd put ones like Demitri, Rikuo and Morrigan as mid-tier myself.

Hsien-ko is abuse. XD lol if you know how, you can actually keep chaining her senpo-buu move back and forth the entire battle. ><
(and amusingly, they kept that abuse in Marvel vs Capcom 3 as well...lol)

However, I think his cannons are easily counterable.
