Or this is an alternate universe where the US stayed out of Vietnam for the most part, the Shuttle was discarded in favor of Block III Apollo, and Proxmire & Co. didn't have much traction. "Sure, the budget precludes more than a few extra moon missions, but we can run a station and a nice range of probes."
