save format to 256 x equal to 256 or lower (highest number allowed is 256x256), then check google for either "tf2 spray" to get the VTF plugin or a standalone program.

You can do it in either photoshop via a plugin or with standalone programs
the quality is quite acceptable ingame if it's a good quality original

alternatively you can send me a pic or two and I can make the spray for you

Just my Photoshop decided to stop working when I switched computers, so I'm gonna see if I can revive it or find an alternative to start being able to make my own sprays.

Ok give me a few mins, remember to put the files into your steam/steamapps/username/tf2/tf/materials/vgui/logos/ folder

it's a bit tricky the first time you import a spray, but after a few times you'll breeze through it :)
