Funn fact: the stairs are for tourists and foreigners. There are a series of tunnels connecting the town to various spots above ground, but as their existence makes the town more vulnerable, the locals don't share their locations. Kazrin or Taki COULD stumble across them fairly easily- but without someone to guide them they'd end up lost in a labyrinth of tunnels indefinitely.
