As one could already guess, Charlie has a bit of a crush on Dora. While she does teach children many things, he just found her so cute, even for a human. So he found a cute way to make a Dora outfit and Backpack. I guess if Dora did see him she might be puzzled if she should be a little spooked for find it adorable. :P I dunno, she might find it cute, especially since he's much cuter and less of a klepto compared to Swiper. XP
