Sooner or later (sooner if Herman keeps pushing so hard) the other shoe is going to drop. The gravy train may be rolling for Herman right now, but it's only because the system is letting him get away with it for the sake of it's own illusion of legitimacy. Upset the status quo too much, and Herman is going to find himself in a worse spot than before.

Ya know, since Herman's now got the rat meat supply on lock down, he's in an excellent position to start buying stock in companies that would have the ability to mass produce artificial meat in large quantities when meat speculators increase prices in response to demand. He could even go so far as to copyright and trademark the taste of rat, and use the funds to provide revenue for improving the rat community. Maybe even go so far as to collect and sell rat waste as fertilizer to be used to help combat desert expansion and grow crops for the herbivores.
