It really depends on the child. Some babies and toddlers love us, others... not so much. We avoid the ones who don't want anything to do with us, but it's really not all that common. Most of the shy kids will happily play peek-a-boo from behind their parents' legs, as long as you don't force yourself on them even they're pretty chill. Works for me!
