Skie is 100% dragon. But he can shapeshift his form on a very granular level, so he mixes the best bits of other species to achieve his goal.

He looks a bit like a cross between a Khajiit and an Argonian from the Elder Scrolls games (Morrowind, Oblivion, etc)
Very Very cool looking, and the magic staff would fit with Oblivion too :)
