The two Otoro's are NOT the same character
Here is an error on Otoro's *From Skylanders: Spyro's Adventure, which was his first and only appearance* page from the Skylanders Wiki. Stating that he and the other Otoro *From Skylanders: Giants, which was also his first and only appearance, but also has Gurglefin's design* are the same character, but they're not. The difference between those two gillmen that they have different voices, designs, and personalities, but they're still allies of the Skylanders. They do have the same name of course, but not the same character, like how Scratch *a sphinx except with a cat face but not a human face from Skylanders* and Scratch *A parrot with bat wings from the Legend of Spyro* have the same name, but not the same character, also, the Legend of Spyro and Skylanders are part of the Spyro the Dragon franchise.

Yep, they are the same Spyro, like how Cynder from Legend of Spyro and Skylanders are the same Cynder Sparx from the 3 series of the Spyro franchise are the same Sparx, and Hunter from the classic series and the Legend of Spyro series are the same Hunter, and Malefor who appears in the Legend of Spyro series who is also mentioned in Skylanders, but not seen Skylanders as well as the same Malefor.
Well, I just visited this article - here - and it look very different from what you got on your side.
