While smaller schools have their faculty members preside over their battle programs full-time, the sheer size of the PCA practically demands that the athletics department maintain a separate "combat staff" to keep up. This includes many positions you might find in a professional battle league such as a match coordinator, backstage crews, and of course full-time referees.

While Vice-Prinicpal Perjan and some of the other higher staff personally handle a fair amount of matches, referees like Suzuka Ishikawa are always present to ensure that battles are conducted fairly and that no one pushes themselves beyond their limits. As a former 2-time champion of the Steelstar League, Suzuka certainly has the credentials for the job, not to mention the authority to keep even the wilder students in line. The threat of her hitting them with a 1,000 year curse helps too (not that she actually would do that, but no need to let them know about that).
