The general consensus was that he was the worst manager that any of us had ever worked for. He was there to basically shake things up enough that some/all loyal employees would seek other "employment opportunities". Then replacements could be hired in at starting salaries and vacation.
If one got fed up with the harassment/micro-management and quit. Even better, because they did not have to pay unemployment benefits. Job security became anathema.

During that time, no one got a raise. The new QA manager was sued for harassment in a complaint to the National Labor Relations Board. She prevailed in the case but moved on. She had a negative attitude toward the department. She said we were the biggest eaters in the plant. Assuring product quality is supposed to be an asset.
