He's the bad guy from Cyberconnect2's Mamoru-kun minigame. I think the game teaches kids to avoid abduction. In the game, he uses tricks to abduct Mamoru-kun and his friends, and it's up to the user to choose the correct responses. He's a very traditional "bad stranger" character, and that's what makes him charming.
