Actually he won, by the rules of UFC as long as you are not actively ignoring a tap out, your in the clear. What unfortunately happens aot is fighters are unwilling to tap out, hoping they can break away and will sometimes go for a tap out too late and not be able to move their arms enough for the referee to see they are giving up. As what happened here.
