That Pokémon is so badass when it evolves, the speed and spc attack are stupidly high. I literally gave my Eevee diabetes with all those Poké-Puffs when making it evolve into Sylvion lol.
After seeing that comment in your journal about route 16 I had been searching there for the pumkaboo also. Still haven't found it yet, but I still guess it can be there since the grass is all brown and "Halloween-ish" I suppose.
