It was supposed to jiggle the fat off. One of the many "quack" medical inventions of old, it was hailed as a painless way to "exercise."
Not unlike the magic foot pads that take toxins from you body or the magnetic medical bracelets of today, People figured out they were not making any real difference.
Ever popular with kids, they make your voice sound similar to when you speak into a fan and they make everything you see "jiggly." Wish I had one just for that reason alone!

It seems each era has its heroic\anti-hero invention.
In Marry Shelby's day it was electricity. She heard about electricity making dead frog legs jump and assumed electricity is the stuff of life. Hence Dr. Frankenstein uses the utterly unknown substance called electricity to reanimate dead tissue.
In the 1950's it was radiation and uranium that were going to make mutants of us all, now its genetic foodstuffs that threaten to turn mankind into raving alien maniac zombies.
Next it will be coffee mate and microwaves- just what is coffee mate anyway? And when combined with microwaves, who knows what could happen?
