Gotta admit, I actually like the idea of Noir (good name) and thats saying something since I'm not a exactly a fan of Rouge.
I mean, not only is Noir a complete MILF, but she has a fairly original design considering she's both a Sonic character and Rouge's mother.
Plus, I love good backstories for characters that have none (and I doubt Sega will make an entire game dedicated to Rouge which delves into her past, they already tried that with Shadow and missed the mark).
