Northen market after the Vilous World War, at the Shigu Dukedom (or Shigu Public).
Approx. 40 Rain-Calendar, The Shigu Kingdom collapsed due to exhaustion from years of war and the breakdown of internal administration. Rain was taken into custody and escorted to Gold Ring. After about 30 years, the world war that had spread across Tal came to an end. Along with this, the battered Shigu and Reono were able to walk the path to reform and reconstruction. Because the Shigu army pillaged and exploited slavery to develop its technology during wartime, development in the Northern region is mainly focused on military tech. Later reforms in Shigu land become the foundation for the development of a large city as "Shigu Dukedom (or Shigu Public)", second only to Gold Ring.

I know that.
And I know most people don't stick to the vilous lore and stuff, but a lot of Sergals are usually NAKED
Not to mention, Sergal armor isn't really..concealing.
A lot of vital areas are xposed.
So I made the assumption that the majority of Sergals were in the buff most of the time because of how thick their fur is.

The funny thing is that the decorative cloth comes from a different piece, which was set in a distinctly more fantasy setting. The picture here is modern, obviously. I don't imagine sergals wanting to wear a lot (it'd probably be uncomfortable), but for all we know the customer may just be a backwards hick.
